In 1970, the PSPS was becoming stronger with the Kingswear Castle about to be moved to the River Medway and PSPS charters were making a profit of over £500. In that year, Waverley was chartered for the first time and the increased interest in Scotland resulted in a scottish branch being formed in December 1969. Within fifteen months the branch had doubled its membership.

The uniqueness of Waverley was now being recognised. A Waverley Study Group was established under the Chairmanship of Terry Sylvester and the work of the group concentrated on marketing the Waverley around the towns and resorts of the Clyde. The 1972 PSPS charter of Waverley had been the most successful ever undertaken by the Society and increased interest in the steamer.
